Implicit Bias
Unconscious bias possessed by all people.
Training can counter hidden biases and prevent racial bias from affecting behavior and decision making.
Positive contacts with stereo typed groups can counter implicit bias.
Explicit Bias
Conscious racism. Prejudice towards groups which the person is aware of.
Procedural Justice
The fairness and transparency of the process by which decisions are made.
Involves changes in recruiting, hiring, training, policy, leadership and accountability.
Fair and Impartial Policing
The application of law enforcement without bias based on race, national origin, religion, disability or socio economic status.
Legitimacy
Policy authority is granted by the public they serve. There are 3 components:
- Public trust and confidence in police
- Willingness of community to defer to
the law and to police authority.
- Police actions are morally justified and
appropriate
Transparency
- Make Data, policies, and procedures public - Websites and social media - BWCs - Civilian review - Citizen participation in problem solving
