Pillar 1 - Building Trust - Why?
People are more likely to obey the law when they believe that those enforcing it have legitimate authority. The public confers that authority on those acting in procedurally just ways

Develop partnerships across sectors and at every level of government that will find effective and long term solutions to ensuring public safety.
Pillar 1 - Building Trust - Internal Procedural Justice
- Practices within an agency and relationships officers have with colleagues and leaders.
- Officers that feel respected by their supervisors and peers are more likely to accept departmental policies, understand decisions, and comply voluntarily.
- Respected officers are more likely to bring this respect into their interactions with the community they serve.
Pillar 1 - Building Trust - External Procedural Justice
- Way officers and others legal authorities interact with the public and how those interactions shape public trust in police.
- Key component is Fair and Impartial Policing built on understanding and acknowledging human explicit and implicit biases.

Law enforcement agencies must maintain public trust by having a transparent, credible system of accountability.

Police are guardians of the community not warriors. They are members of the community protecting from within.
Pillar 2 - Policy and Oversight- Foundation?
If police are to carry out their responsibilities according to established policies, those policies must reflect community values.

Law Enforcement agencies should collaborate with community members, especially in communities disproportionately affected by crime, to develop policies and strategies for deploying resources that aim to reduce crime by improving relationships, increasing community engagement and fostering cooperation.

- Implement smart tech to prevent evidence tampering.
- Encourage public engagement when developing new policies involving tech.
- Develop tech to help serve people with special needs
Pillar 4 - Community policing and Crime Reduction - Foundation
Community policing is a philosophy that promotes organizational strategies that support the systemic use of partnerships and problem solving techniques to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime.

Community policing requires the active building of positive relationships with members of the community

Police interventions must be implemented with strong policies and training in place, rooted in an understanding of procedural justice. Without that police interventions can easily devolve into racial profiling, excessive force, and other practices that disregard civil rights causing negative reactions from the community

Community policing combines a focus on intervention and prevention through problem solving and with building collaborative partnerships between law enforcement, schools, social services, and other stakeholders.
