The 10 Network safeworking principles that have been developed in consultation with industry
People must have a safe place to work, all workers must be protected when in the Danger Zone, trains and people should be separated at all times, if trains cannot be separated from people they must be managed to ensure safety, workers must do a safety assessment before going on track, all relevant information must be provided to workers, workers must be competent and understand safeworking, trains must be warned about work on/around the track, rail traffic must meet all technical and operational standards, safe routes must be established for all rail traffic
Transport for New South Wales (TfNSW)
a statutory authority of the Government of New South Wales created to manage the transport services in NSW
Country Regional Network (CRN)
Provides network access for freight and passenger rail customers and maintains existing intrastate rail infrastructure throughout regional NSW
John Holland group
Manage and maintain the CRN in NSW. soon to be UGL
Rail safety act establishes a regulatory scheme with the following key elements
a number of performance based safety duties applying to parties who can affect rail safely outcomes, an accreditation scheme, a requirement that rail operators have a safety management system in place, a broad range of sanctions and penalties, cost benefit protections against excessive action by the regulator against industry participants, alcohol and drug controls, provision for the making of codes of practice
Australian Rail Track Corporation (ARTC)
currently responsible for the management of standard guage interstate track in SA, Vic, WA, QLD and NSW
WHS Legislation obligations and responsibilities as an employee
Maintain safety of self and others in the work environment, identify report and initially control any safety and environmental hazards, implementation of emergency management procedures within work environment
As employees of PN, it is equally important to perform jobs safely and well. Employees must
follow safe working practices, remain alert for hazards (avoid, report), undertake training as necessary, identify hazards (and report), participate and cooperation with WHS initiatives, ensure all injuries and incidents are notified to management and the relevant Service delivery centre
Examples of unusual or suspicious activity at work
incidents where unauthorised persons are seen to be taking notes of security vulnerabilities, persons are seen to be taking photos or videoing subjects that seem to have no photographic interest, persons are found to be within areas without having legitimate reason to be there, persons are seen to be collecting information from promotional materials or inquiring about security arrangements, persons are traveling erratically without any real purpose, persons appear to be testing security arrangements
Types of Operational threats
Sabotage, vandalism, theft, contamination of fuel/water supply/customer product, trespassing, information compromise
Mandatory Safety PPE
Safety boots, eye protection, High visibility clothing, Hat/beanie
PPE that may be required additonal to mandatory PPE
Hearing protection, gloves, hard hats
Additional Safety tools that may be required
Additonal PPE, Radio, Crew bag, Safeworking forms, Rail authority safeworking manuals, Dangerous goods initial emergence response guide, Local procedures
Employees who see or suspect faults in the Rail Network Infrastructure must immediately tell the
Network Control Officer (NCO), and give a report to the relevent Service Delivery Centre and Note it in the Train running documentation
Details of Incidents to be recorded
date, time, train running delays, locomotive failure, level crossing accidents, safeworking irregularities, injury to personnel, load shifts, defective wagons
