Airport has to have a SIAP

When Standard IFR departure procedure will not clear obstacles or;

  • if deemed necessary by ATC to alleviate congestion
  • If nothing penetrates the obstruction slope, you can do a SID aka Diverse Departure

If something penetrates the OCS/OIS a DP is published.
