Institutions And Measures Flashcards
National Wildlife Action Plan 3 (2017-2031)
Indian board for wildlife adopted it.
NWAP 1 - 1983 to 2001
NWAP 2 - 2002 to 2016
Mainly to conserve the declining biodiversity.
Focus – 17 key areas(from an integration of climate change into wildlife planning, conservation of coastal and marine ecosystems to wildlife health.
National Afforestation and Eco-Development Board
Set up by Ministry of Environment and Forest in 1992.
Is responsible for promoting afforestation, tree planting, ecological restoration and eco-development activities in the country, with special attention to the degraded forest areas and lands adjoining the forest areas, national parks, sanctuaries.
Set up National Afforestation Program in 2002.
CAMPA : Compensatory Afforestation Fund ManagementandPlanning Authority (CAMPA)
Forest (Conservation) Act of 1980 requires that non-forest land, equal to the size of the forest being diverted for developmental work, is afforested.
Central Government in exercise of powers conferred under the Environment (Protection) Act, 1986 constituted CAMPA.
To remove ad-hocism in actions and to give CAMPA a concrete shape, the Compensatory Afforestation Fund Act, 2016 was passed.
Compensatory fund: It establishes Compensatory Afforestation Fund (CAF): The National Compensatory Afforestation Fund under the Public Account of India, and a State Compensatory Afforestation Fund under the Public Account of each state.
Joint Forest Management
It is aimed to institutionalize participatory governance of country’s forest resources.
Both the forest department and local communities come to an agreement to form committee to manage and protect forest.
Social Forestry
The national commission on agriculture first used the term ‘social forestry ‘in 1976.
Social forestry can be divided into:
Farm forestry – individual farmers were to plant trees on their own land to meet their domestic needs.
Community forestry – Rising of trees on community land with government support. Extension forestry-Planting of trees on the sides of road, canals, railways, and wastelands. It essentially means increasing the boundaries of forest.
National Bamboo Mission
National Bamboo Mission is renamed as National Agro- Forestry & Bamboo Mission (NABM)
To promote the growth of the bamboo sector through as an area based regionally differentiated strategy.
To increase the coverage of area under bamboo in potential areas, with improved varieties to enhance yields.
To promote marketing of bamboo and bamboo based handicrafts.
CEPI - Comprehensive Environmental Pollution Index (2009) for industrial zones.
CEPI is a rational number to characterise the environmental quality at a given location.
Lighting Billion Lives
Lighting a Billion Lives is a global initiative by The Energy and Resources Institute (TERI) to facilitate clean energy access and the delivery of last mile energy services for basic and productive use.
Promote the use of solar lantern designed and distributed on decentralised basis.
The initiative enables delivery of clean energy to the needy.
Eco-Mark
Eco-mark is a voluntary labelling scheme for easily identifying environment friendly products.
Scheme is one of India’s earliest efforts in environmental standards, launched in 1991, even before the 1992 Rio Summit in which India participated.
The scheme was launched by the Ministry of Environment and Forests, and is administered by the Bureau of Indian Standards (BIS), which also administers the Indian Standards Institute (ISI) mark quality label, a requirement for any product to gain the Eco-mark label.
USERS - Urban Services Environmental Rating System
Launched by MoEF and implemented by TERI.
Project was financed by the United Nations Development Fund(UNDF) and MoEFCC
USERS, is aimed at improving basic services like water supply, sewerage and solid waste
Biodiversity Conservation and Rural Livelihood Improvement Project (BCRLIP)
Project was negotiated with the World Bank on 2011. Implemented by the Forest/Wildlife Department of the respective State Government.
Aim is conserving biodiversity in selective landscapes while improving rural livelihood through participatory approaches.
Conservation and Survey Division in the Ministry of Environment & Forest would be overseeing and coordinating the Project at the country level.
National Clean Energy Fund
Launched in Budget 2010-11
It gets money from clean energy cess on coal(carbon tax) produced in India and coal imported in India, currently Rs 400 per tonne of coal.
Used for funding and encouraging entrepreneurship, research and innovative projects in clean energy technology – example programmes under NAPCC, reforestation programmes.
National Electric Mobility Mission Plan (NEEMP) – 2020
Aim: Promote electric mobility in the country.
Reduction of pollution and greenhouse gas emission of 2 million tonnes with targeted market penetration of 6-7 million vehicles by 2020.
Science Express
“Science Express Climate Action Special” is an innovative mobile science exhibition mounted on a 16-coach AC train, which has been custom-built for Department of Science &Technology (DST) by Indian Railway.
Mangroves for Future
It is a collaboration between multiple partners, including governments, NGO, research institutes etc. It is co-chaired by the IUCN and UNDP. Member countries: India, Bangladesh, Cambodia, Indonesia, Maldives, Myanmar, Pakistan, Seychelles, Sri Lanka, Thailand, and Vietnam.
