Why is broadcast media regulated differently than print media?
TV: public airwaves (out there for anyone).
Print: has to be bought.

- Ownership and control to maintain free flow of ideas (monopolies also)
- Content and distribution - controlling content shows care in what people have access to (what kids can see, etc)
- Federal Communications Act of 1996
- Fairness Doctrine of 1949
What is the Federal Communications Act of 1996?
Loosened restrictions and gave opportunities for some power.
What is the Fairness Doctrine of 1949?
Equal and fair time advantage for those of opposite sides.
What is the Fairness doctrine?
Requires broadcasters to seek out and present all sides of an issue when covering a controversy, allowing people who were personally attacked on air a chance to respond, and giving candidates airtime to respond to a stations endorsements of another candidate.
What is the equal time rule? What two circumstances exempt equal-time provision?
Broadcasters must give “equal air time” to candidates running for elections. Two circumstances exempted from equal-time provision: when candidate appears in newscast, interview, documentary, and when candidate appears during on-the-scene coverage of news event.
What are the regulations in place?
For broadcast: argue that radio signals interfere w/ aircrafts, radio stations, cell phones, etc.
