What is rational recreation?
In the 19th century, these were sport pastimes for the lower classes which were designed by the middle classes to be well ordered, organised and controlled.

Lack of leisure time
Migration of lower classes in the cities- led to loss of space and no room for mob football-overcrowding.
Lack of income - low wages no spare income for leisure pursuits.
Lack of public provisions.
Poor health - meant little energy to play sport.
Loss of rights - restrictions were placed on mob games and blood sports by change in criminal law.
