leaders must have the moral courage and integrity to do what is right, including making decisions that may not be popular amongst the people. an example is the NEWater was introduced, many people were reluctant with drinking processed sewage water. however, the government still implemented it , to ensure that singaporeans will have a steady water supply in the future. this is important because having good leadership would mean that incorruptible leaders will makes decisions for the good of the country rather than personal interests. eventhough not all popular decisions are all in the best interest of the people. in the long run, citizens will have greater confidence in the government to bring about stability and prosperity to the country. therefore having good leadership is an important idea is important in shaping governance.
how does anticipating change and staying reluctant shape governance?
the government needs to make decisions that will benefit singaporeans in the future where they have to be forward-looking and anticipate future changes. an example is when the government saw economic benefits for the country, they decided to build 2 integrated resorts in 2005. however, many singaporeans were unhappy due to the possible social problems it may bring. the government tried to manage the tension by taking measures to lessen the potential impact of gambling. this is important because it will minimise the risk and vulnerabilities in dealing with challenges, as ample time can be put into coming up with solutions to deal with potential problems before they surface. in the long run, this ensures that crisis situations in singapore will be minimised and citizens will have greater confidence in the government and their decisions. therefore, anticipating change and staying relevant is important in shaping governance.
how does providing a stake for everyone shapes governance?
it involves singaoreans in making decisions for the country and asking for their opinions on certain issues by having a say in decision-making can develop a greater sense of belonging in citizens. an example is the national level conversations was held to hear the concerns of the citizens after the government proposed to build the integrated resorts. after taking into account the opinions and concerns of the citizens about the potential impact of the gambling problem. the government made it compulsory for all singaporeans to pay $150 to enter the integrated resort casinos. this is how the government deters singaporeans from gambling. this is important because citizens will fell that their opinions actually matter to the country regardless of race, religion or economic background. they can also develop a shared belief and understanding that the country belong to all of us. in the long run, internal instability will also be prevented as there will not be any racial clashes over who this country belongs to. therefore, providing a stake for everyone is important in shaping governance.
how does practising meritocracy shape governance?
meritocracy is a system that rewards people according to the efforts they put in rather than factors such as race,religion or socio-economic background. when people are given awards for their abilities and efforts , they feel motivated to work harder. some examples is when students who do well in their studies and co-curriculum activities are rewarded in ways to encourage them to excel further where the edusave scholarships and merit bursary schemes reward the top 10% and 25% of school students respectively. this is important because it conveys a message that regardless of race or religion, people should be rewarded for working hard which means people will not bear grudges or unhappiness about each other. in the long run, progression is not determined by race,religion but their effort and ability. therefore, practising meritocracy is important in shaping governance.
