When was the Chicago Convention and what did they do?
In 1944, the International Civil Aviation was signed, becoming the ICAO itself on 4th April 1947
Why did they decide to hold a convention about aviation?
After WWII it was concluded that aviation should be on an international scale
What is the purpose of ICAO?
To develop international civil aviation in a safely manner so that international air transport services can operate soundly
What are contracting states?
States (countries) which are signed to the Chicago Convention
What are the important concepts for contracting states?
- Every state has control of the airspace over their landmark
- Aircraft not engaged in a scheduled international air service can pass through or make a stop at a country without prior permission
- Scheduled international air services need permission to pass through or into another state (country)
- States have the right to refuse foreign carriers permission to move traffic (for remuneration) between 2 points in their territory
- Flight in an our of states must be via customs airport unless otherwise authorised
- Laws and regulations of admission/departure of a state territory must be applied throughout all aircrafts
- States have the right to search other states aircraft on landing / departure (including inspection of certificates)
- Certificate of Airworthiness is required for international flights
- The crew must be licensed for international navigation
- Aircraft should adhere to Rule of Air and states should keep regulations in line with ICAO
When can munitions of war be carried into another state?
Only when authorised by the state to do so
What documents must be carried on international flights?
- Certificate of Registration
- Certificated of Airworthiness
- Crew license
- Journey logbook
- Radio station license
- Passenger list and place of destination
- Cargo manifest
What should a state do if they are not in compliance with ICAO SARPS? Who should comply with SARPS?
They should notify ICAO, otherwise all states should adopt International Standards and Regulation Practices (SARPS)

Dry lease: Aircraft contains has no flight crew (ICAO Doc 8335)
Wet lease: Aircraft has full flight crew (ICAO Doc 8335)
Damp lease: Aircraft has cockpit crew but not cabin attendants (ICAO Doc 8335)
