General training is easily transferable, and gives benefit to the worker, as the skill can be transferred to other jobs/organisations

Training that is hard to transfer between jobs or employers, and as such only accrues benefit to the employer and not the employee

General training is more commonly financed by organisations than specific training, even though it makes more sense to only finance specific training.
