Produce positive outcomes for main stakeholders. Ensure activities, products and services are aligned with goals.

Decide what needs to be done, where and how by identifying the scope, constraints and resources.

Decide how to arrange, deploy and use resources. Entails: Allocating resources. Defining duties and roles. Compiling performance agreements. Determining procedures to attain goals.

Leading:
A
Has to do with processes aimed at activating resources. Entails: Giving orders. Motivating staff. Leading with communication. Conducting performance appraisals. Making feedback available.

Assuring quality:
A
Implementation of HRD quality management system.
Entails:
Manage continuous improvement.
Define what HRD wishes to achieve.
Ensure quality management remain effective.

Evaluating:
A
Continuously monitoring and checking achievement of goals. Requires detection of deviations and initiating corrections.

T&D can fail if:
A
Only manager is interested. No one is in charge. Lacks structure and detail. Are under budgeted. Insufficient resources. No improvement planning. No HR support.
