What does Liberal mean?
supporter of policies that are socially progressive and promote social welfare. Promotes individual rights, democracy, civil liberties, and free enterprises.
The Repeal Bill
Repealed 300 outdated laws to simplify trade regulations. Reduced large barriers to trade, encouraged free trade
Changes in Trade legislation (1822-27)
Repeal of the Combination Acts (1824-1825) legalised trade unions - however its Amendment (1825): Restricted union activities but kept them legal.
The Importation of Goods Bill (1820) - eased import restriction by removing outdated trade hindering barriers - more efficient movement of goods + supported British trade interests.
1822 Navigation amendment Bill - modernised nav laws + aimed to maintain British shipping dominance. It permitted South American States to trade with the Britain.
Social Changes in Legislation (1822-27)
1822 Cruel Treatment of Cattle Act - protect animals
1825 Cotton Mills regulation Act - aimed to improve working conditions in Mills:
Restriction of 12 hr max day for children .
Prohibited anyone under 16 from working at night. However only applied to cotton Mills and lacked strong enforcement.
Paved way for stricter Laws e.g 1833 Factory Act.
Financial Changes in Legislation (1822-27)
1826 Banking co-partnership Act - allowed banks outside of London to issue Banknotes.
1821-23 Gold Standard Reduction fully restored Britain to the Gold Standard, improving stability.
Taxation reforms e.g Reduction of import duties, and Income & Property Tax to ease tax burdens (especially for businesses)
Penal code/ justice Changes in Legislation (1822-27)
1823-1826 Reduction of Capital crimes reduced the number of crimes punishable by death.
1823 Reduction of Death Act- allowed judges to change punishment to transportation or imprisonment
Peel’s reforms 1826-28 - home secretary introduced laws simplifying the Criminal Code.
1823 Gaol Act - improved prison conditions, regular inspections and paid prison staff.
