Situational characteristics MORE important than personal characteristics

Non-fire arm cases, family member offenders, child victims (but not teenagers)

What is a category A+ homicide?
No suspect. Public concern and associated response to media intervention is such that normal staffing levels are not adequate to keep pace with the investigation
What is a category A homicide?
No suspect. Public concern/ vulnerable public at risk. Investigation requires significant resources allocation
What is a category B homicide.
No suspect. Risk to public is low. Investigation can be achieved within normal force resourcing and arrangements
