Definitions of disability
ADA: Physical or mental impairment that substantially limits one of the major life activities
WHO defines disability as an all encompassing term for impairments, activity limitations, and participation restrictions that recognizes that almost all will be disabled at some time in their lives.
Americans with Disabilities Act
- Federal law enacted in 1990
- Prohibits discrimination or segregation of people with disabilities in all activities or services
- Amendments in 2008 have strengthened the act and made the definition of disability more inclusive
- Major impact on design and construction of facilities and transportation
Financial issues in health care coverage for disabilities
- Most US insurance plans only cover services that improve or restore function
- Disabled patients often need maintenance therapy to preserve their level of function, and maintain strength needed to prevent decline and continue independence
- Many assistive devices, such as wheelchairs, have limitations on insurance coverage that may not be realistic in meeting the needs of disabled patients who depend on these devices for activities of daily life
