Council of the North - Defended england from Scotland and enforced royal will in the north
Council of Wales - Under the ruling of his son Arthur
Ireland - Ireland supported the Yorkists. Royal control was limited to the Pale (area around Dublin) and Henry had to rely on the rule of traditional families such as the Kildares
Justices of the Peace
Men from the lesser nobility and gentry who enforced royal will in local areas. Didn’t appoint higher nobility as they were less likely to be loyal
Parliament under Henry VII
Only met 7 times during his reign, but was used to pass Acts of Attainder.
Meetings were brief as henry didn’t like asking for money and avoided war.
