England’s position internationally
England was not a major power in 1485. It lost the 100 years war with France in the 1450s, had no standing army and was vulnerable to attack from Scotland and France.
Henry as a usurper was in a weak position and he also had financial issues

Henry focused on achieving foreign recognition through alliances and marriages, but foreign policy was less important than internal security and securing his dynasty
Threat of Invasion
The Auld Alliance between France & Scotland meant England was under constant threat. He secured truces with both in his early years to combat this.
Dynastic Threats
The Yorkist threat was encouraged by Margaret of Burgundy. Henry secured the Treaty of Medina del Campo and Arthur married Catherine of Aragon in 1501. Peace of Ayton with Scotland
Economic Aims
Wanted to improve england financially through trade but this came second to security, as seen when he halted the cloth trade with Burgundy due to their support for Warbeck
