What is the Health & Safety at Work Act 1974?
Places a statutory duty on all employers to provide and maintain equipment and systems of works that are safe and without risk to the health and safety of employees, or others who may be affected by their undertaking.
The Act aims to:
• secure the health, safety and welfare of people at work
• protect others against risks to health and safety arising from work activities
• control dangerous substances
• control certain emissions into the atmosphere.
Employers with 5 or more employees must have written health and safety documents, detail the organisations health and safety structure.
What are the CDM Regs 2015?
CDM places legal duties on virtually everyone involved in construction work.
• Clients - Make suitable arrangements for managing a project, including - other dutyholders are appointed as appropriate, sufficient time and resources are allocated, relevant information is prepared and provided to other dutyholders, the principal designer and principal contractor carry out their duties, welfare facilities are provided
- Designers - When preparing or modifying designs, eliminate, reduce or control foreseeable risks that may arise during construction and the maintenance and use of a building once it is built. Provide information to other members of the project team to help them fulfil their duties.
- Principle designer - Designers appointed by the client in projects involving more than one contractor. They can be an organisation or an individual with sufficient knowledge, experience and ability to carry out the role. Plan, manage, monitor and coordinate health and safety in the pre-construction phase of a project
- Principal Contractors - Contractors appointed by the client to coordinate the construction phase of a project where it involves more than one contractor. Plan, manage, monitor and coordinate health and safety in the construction phase of a project.
- Contractors - Plan, manage and monitor construction work under their control so it is carried out without risks to health and safety. For projects involving more than one contractor, coordinate their activities with others in the project team – in particular, comply with directions given to them by the principal designer or principal contractor. For single contractor projects, prepare a construction phase plan.
- Workers - be consulted about matters which affect their health, safety and welfare take care of their own health and safety, and of others who might be affected by their actions report anything they see which is likely to endanger either their own or others’ health and safety cooperate with their employer, fellow workers, contractors and other dutyholders
Construction Design Management Regulations 2015 are intended to ensure that health and safety issues are properly considered during a projects development so that the risk of harm to those who have to build, use and maintain structures is reduced.
The regulations therefore made the following changes:
• Structural simplification of the regulations to make them easier to understand.
• Replacement of the CDM coordinator with the principle designer.
• Removing the exemption for domestic clients, but passing their CDM duties to the contractor.
• Changes to the threshold to 30 working days and have more than 20 workers simultaneously at any point, or exceed 500 person days.
Is there any Airport Specific H&S?
GSAT - EU and Department for Transport legislation states that all staff who require access to the Security Restricted Area (that is who require an airside staff pass) must first attend General Security Awareness Training (GSAT) run by a DfT (Department for Transport) approved training provider.
Includes Dealing with terror attacks, working in restricted areas etc.

What is the CSCS?
Construction Skill Certification Scheme (CSCS) - Introduced to reduce the number of accidents on construction sites. Most clients require them on their construction sites now & there are various cards for different levels & professions. Scheme is run by Construction Industry Training Board (CITB) & indicate a basic awareness of health & safety. A test must be sat in order to obtain one. Last for 3-5 years.
