Why have Health and Safety?
- Moral - 46 deaths in UK in 2013/2014
- Legal - 80% prosecuted are convicted
- Financial - Uninsured costs 36x higher than insured costs
What is not insured?
- Product damage
- Clan up
- Emergency supplies
- Temp Labour
- Investigation Time
- Production Delays
What is a safe site?
A site in which persons can go about their normal daily work without being under risk
What is used on site to prevent risk?
- Saftey signs (prohobition, fire, warning, mandatory action, safe)
- HSE Coded Hand signals
What does Risk Assesment include?
- Activity
- Probablility of occurance
- Consequence severity (Most severe consequence)
Risks to health?
- Dust
- Vibration
- Noise
- Radiation
- Toxic Substances
- Inadequate Hygene/Welfare
Types of accidents on site and percentage of deaths caused?
- Fall 52%
- Falling materials or objects 19%
- Transport/ Mobile Plant 18%
- Electrical Hazard 5%
- Other (Maintenance Work, Gassing) 6%
High Risk Activties Include:
- Steel Erection
- Demolition
- Scaffolding
- Site transport
What is CDM Regulations 2007?
-Brings together CDM 1994 and the Construction Regulations 1996
-The aim is for health and safety considerations to be treated as a normal part of a project’s development
The new CDM 2007 regulations are divided into 5 parts:
-Part 1 : the application of the Regulations and definitions
-Part 2: General duties that apply to all projects
-Part 3: Additional duties that apply to notifiable projects (more that 30 days or < 500 person days of work)
-Part 4: Practical requirements that apply to all sites
-Part 5: Transitional arrangements and revocations
Roles and Responsibilities in CDM 2007:
Client - Largest Influence over how project is run
CDM Co-ordinator - Key Advisor
Designer - Designs develop from initial concepts to a detailed spec
Contractors - Plan, Manage and coordinate work
Workers - Sufficient knowledge
What is the H&S Managment Process?
- Hazard Identification
- Risk Assessment
- Risk Reduction
- Emergency Preparedness
Hazard Identification Techniques:
- Brainstorming/ What if?
- Checklist
- HAZOP
- FEMA
What are the two assessments of Risk Analysis
- Probability
- Consequence
R = P x C
What are the three Risk Levels of Hazards?
- Intolerable Risk Level = High
- Tolerable Risk Level = Medium
- Negligable Risk Level = Low
