- setting up temporary shelters
- providing transport for emergency supplies, often done by armed forced

- do the risks need to be reassessed?
- do the warning systems need to be improved?
- are the evacuation procedures good enough and does everyone know know what they should do during the emergency phase?
- can buildings in the area be made more hazard-resistant?
- should settlements be relocated away from high-risk locations?
