What is Personal Protective Equipment (PPE)?

A

Personal protective equipment (PPE): providing individuals with appropriate personal protective equipment that meets appropriate specifications is necessary.

The employer should tell employees about any risks that mean they need to wear PPE (such as protective clothing, headgear, footwear, eyewear or gloves). The employer should provide protective equipment for free and training on how to use it.
Computer screens should be tested for reflection and glare. Screen breaks should be provided.

A Risk Assessment is a systematic examination of hazards, examining the likeliness they will occur, and the impact they will have. The law requires every employer to carry out a risk assessment for the workplace.

What is asbestos?

A

Asbestos is a hazardous material which is harmful to health. More specifically, it is a naturally occurring fibrous mineral silicate which was historically used in building materials.

It is now illegal to place asbestos or asbestos-containing products on the market. So, if you are removing a roof, for example, that contains asbestos, the material must go for disposal and cannot be re-used or adapted for re-use.

How do I value a building if asbestos is present?

A

If you suspect that asbestos is present, then you must recommend to your client that specialist advice is sought. You can then reflect the impact on value of the asbestos in your valuation advice.

How do I recognise asbestos?

A

You can’t tell if a material contains asbestos just by looking at it.
Only testing by an accredited testing facility can determine if asbestos is present.
If you’re not sure if a product may contain asbestos, treat it as if it is asbestos and take all the appropriate precautions. If a building was constructed pre-2000, then always assume that asbestos may be present.

How does asbestos cause lung damage?

A

When asbestos dust is inhaled or ingested, the fibers can become permanently trapped in the body. it contributes to increased risk of lung cancer, asbestosis (scarring of the lung tissue) and mesothelioma (cancer of the lining of the chest and the lining of the abdominal cavity).

What are the two types of asbestos survey?

A

There are two types of asbestos surveys:

1) A management asbestos survey (MAS). Purpose: manages asbestos-containing materials during the normal occupation and use of premises.
2) A refurbishment/demolition asbestos survey (RDAS). Purpose: Required where the premises (or part of it) needs upgrading, refurbishment or demolition.

A

1) Stop work immediately.
2) Put up a warning sign and ensure nobody enters the area.
3) Report the problem to whoever is in charge
4) Arrange to have a sample of the material analysed. If it does not contain asbestos then work can continue.

A

Occupational health (OH) is about how work affects a person’s health and how someone’s health affects their work.

A

Occupational health teams keep people well at work – physically and mentally. Occupational health services will help keep your employees healthy and safe whilst in work and manage any risks in the workplace that are likely to give rise to work-related ill health.

Tell me about your understanding of fire safety? What key fire safety legislation are you aware of?

The Safety, Health and Welfare at Work Act 2005 (the 2005 Act).
Employers must assess their workplace to identify any fire-related risks and to ensure their business complies with health & safety law.
- Carry out a fire risk assessment
- Separate sources of ignition from sources of fuel
- Ensure good housekeeping practices at all times
- Ensure smoke and fire alarms are in good working order
-Ensure appropriate fire-fighting equipment is readily available
- Ensure your employees receive appropriate training

Explain your understanding of the Safety, Health and Welfare at Work Act 2005.

A

It sets out the rights and obligations of both employers and employees. It also provides for substantial fines and penalties for breaches of the health and safety legislation.

Purposes:
• To secure the Health, safety and wellbeing of all people at work.
• To protect people against risks from work activities.

Covers:
PPE - Employer must tell employees about risks and provide PPE with training on using it. Computer screen breaks.
Reporting Accidents - Employee must report the accident to employer. Employer must report any accident that results in an employee missing 3 consecutive days at work to the HSA.
Bullying - Procedures must be in place for reporting bullying. ignoring complaints of bullyinh could lead to claim for damages. Victim of bullying can refer to the ‘Workplace Relations Commission’.
Harrassment - By law, all employers have a duty to prevent harassment in the workplace. 9 grounds of harrassment. Victim of harrassment can refer to the ‘Workplace Relations Commission’.
Violence - Aggressively verbally abused, threatened or physically assaulted. The possibility of violence towards employees should be covered in the safety statement. Assault is a criminal offence. Report to An Garda.

Bunreacht na hÉireann (the Irish Constitution) is the fundamental legal document that sets out how Ireland should be governed and the rights of Irish citizens. Making new laws is one of the main tasks of the Oireachtas. A draft of a proposed new law is called a Bill. Once a Bill is signed into law by the President, it becomes an Act .

A

Only bring out the necessary equipement. Wear PPE. Sign in to the site office. Advise where you are going and how long you will be. Make yourself seen to site staff. Stay out of the areas machinery are working in as they have blind spots. No earphones in, be alert.

  1. Carry out a pre-assessment of the likely hazards on the site.
  2. Consider how you are going to travel to and from the site.
  3. Take the appropriate PPE
  4. Tell others you are going to site and the likely time you will return.
  5. Assess the condition of the site, if unsafe do not enter.
  6. Assess if the site is occupied, if so you may have to inform them of your visit.
  7. Is there the likeliness of any Dangerous substances, COSHH etc.
  8. Only enter if there is no risk to your safety and wellbeing.

Kilcock – how did you inspect safely during Covid?

A

The inspection of the Kilcock show house was not in the site area so I did not need to wear PPE. As the show house was vacant, I was not required to wear a mask. I brought the PSRA/ SCSI joint sector protocol document with me and I check off each Covid 19 safety measure around the property. I notified the developer that all items were in place and that the property would be ready for the viewings that weekend. I was expected extra cars on site so I ensured that the site security officer would be available to help with parking allocations and guiding vehicles.

Ledwill Park - What measures did you put in place during viewers? What guidance did you follow?

A

I instructed the developer to provide the following: HSE Covid 19 signage in place, 2m yellow ground markings, hand santizer, listed touchpoints to be cleaned between viewers, cleaning record sheet on display, removal of doors/ door stoppers, windows open, no toilet facilities.

I inspected the show house in advance of arranging viewing appointments to confirm all Joint sector protocol rules adhered to.

A

I wore a hard hat, high visibility vest, and steel toe boots as standard any time I went to site. I was aware of all the surrounding machinery at work and did not enter the active construction area.
