Section 12(1)(b) of the Indian act stated that women who married Non-Indians were not entitled to treaty rights and Indian status
However, Indian men were able to marry whomever without penalty and pass on status to children and their spouse

-Was supposed to eliminate discrimination
Problems were: women who married out pre-1985 have status restored but band decides about membership & residency for children
Gov did not allocate enough resources, C-31 designed to reduce the size of status population
