O’Neil: - ethics of ph neglected
- need to look beyond clinical context and boundaries of states and hc systems
- autonomous patient not possible in clinical practice, many measure have to be compulsory to be effective
- John Rawls: locus of justice isn’t the state, it’s the bounded society
- Fail to see that boundaries are porous, health problems travel across boders
- Need to engage as much with political philosophy as we do with medical ethics - need to enforce public health policies
