1970 Corridor Plan aims
Identifies 4 main corridors, all extending from the CBD to the north, southeast, south and east.
‘Green belts’ of natural bushland was to be protected between the corridors.
Development of regional centers at the end of each corridor to alleviate pressure on central Perth - Joondalup, Midland, Armadale and Rockingham.
Was not a success: Regional centers weren’t developing as fully as hoped and the CBD remained dominated.
1990 Metroplan aims
Slow down the outward growth of the city by encouraging an intensification of urban development through urban consolidation.
Increasing emphasis on medium density housing located close to activity centers and public transport facilities.
A number of local councils rezoned areas to allow smaller block sizes.
Urban renewal and development encouraged e.g. East Perth, Subiaco
Developing higher density near train stations e.g. Joondalup
2004 Network City
- Initiated by the previous Labour government
- Promotion of activity centres/nodes of development within the city – business and retail precincts
- …connected by activity corridors – incorporating public transport
- Promotion of community and urban villages
- Continue to encourage urban consolidation and infill from Metroplan.
- Target set at 60% of new delling would be built in existing residential area and 40% in newer outer growth areas
- BUT target was unsuccessful, not reached
- Planning procedures and approval process were a hindrance, target eventually abandoned
- Increase in public transport investment. Mandurah line, Northbridge link(under construction) and creation of underground stations in CBD were a major step forward in strengthening Perth’s public transport network
2009 Directions 2031
Framework planned for the following projections:
• Continue consolidation and infill of Network City, reduction from 60% to 47%
• Bring public transport options closer to dwellings – redirecting the northern line into suburbs of Butler – TOD
• Provide greater housing diversity, more affordable housing
• Implement ‘activity centre policy’ – activity centres e.g. Joondalup would become vibrant nodes of economic and social activity
• Include commercial, health, educational, recreational facilities built within high density housing
• Aim is to create town/village/function centres NOT shopping center experiences
• Village centre e.g. Brighton development in Butler
• Murdoch now an activity centre based around health and education services – hospitals, university, college and a train station
