What are the objectives of Air Traffic Services?
- Prevent collisions between aircraft
- Prevent collisions between aircraft on the manoeuvring area & obstructions on that area
- Expedite & maintain an orderly flow of air traffic
- Provide advice & info useful for the safe & efficient conduct of flights
- Notify appropriate organisations regarding aircraft in need of SAR aid & assist such organisations as required
Note: these are high level safety objectives
ATS personnel are not rolely responsible for the prevention of collisions.
To who shall an Air Traffic Control Service be provided?
- All IFR flights in Class A, B, C, D, and E.
- All VFR flights in Class B, C, and D.
- All Special VFR flights.
- All aerodrome traffic at controlled aerodromes.
What also shall be included in an Air Traffic Control Service?
An ATCS shall include the provision of pertinent flight information.
What is a Flight Information Service?
A service provided for the purpose of giving advice & information useful for the safe & efficient conduct of flight.
What pertinent information is provided by a FIS?
- SIGMET & AIRMET info
- Info concerning volcanic activity
- Info concerning release of radioactive / toxic material into the atmosphere
- Info on changes in availability of radio navigation services
- Info on changes in condition of aerodromes; including info on state of aerodrome movement areas when affected by snow, ice, water etc
- Info on unmanned free balloons
- Info on space weather that may have an impact on navigation
- Any other info likely to affect safety
What is an Alerting Service?
An Alerting Service is provided to notify appropriate organisations regarding aircraft in need of SAR aid & assist such organisations as required?
What are Air Traffic Control Units?
ATC Unit is used when the unit provides an ATC service / any UK FIS.
All ATC Units shall provide an alerting service.
How do Safety & Expedition factor in?
- An ATS should be based upon expedition consistent with safety.
- Deviation from basic procedures in order to expediate traffic should be carefully considered against the extent of co-ordination required & attendant risk of error.
- The ATCO should only deviate from basic procedures when this can be carried out without excessive workload & detriment to safety.
What should ATCOs do when working together?
They should whenever possible, pay attention to each other’s actions in order to provide an additional safeguard against errors / omissions.
