Why does this appliance have a regulator? (GE Range)
To adjust the gas pressure for that required by the appliance.

You should be able to find the supply pressure on the regulator itself…
What is an anti-tip device? (GE Range)
It prevents the stove from tipping over when the oven door is open.

Could be HSI, anything less that 2.9 amps keeps main burner closed.
What is the cold resistance of the HSI? (GE Range)
Approx. 200 Ohms (Cold).
Warm resistance of HSI? (GE Range)
Approx. 40 Ohms (HOT).
What Current flow is required to cause the oven gas valve to open? (GE Range)
≥2.9 amps HSI to open gas valve.
What would the voltage be on the gas valve at the point the valve just opens? (GE Range)
Ohms law… 2.9 x 40 = 116 … approx. 120 V.
If the HSI is “Open circuit” will the gas valve still open on a call for heat?
Why will it/wont it open? (GE Range)
No? because the HSI needs current flowing through it to open the gas valve.
