The executive branch of government hold the sword and the Legislative branch of government commands the purse
quoted, “The Executive not only dispenses the honors, but holds the sword of the community. The legislature not only commands the purse, but prescribes the rules by which the duties and rights of every citizen are to be regulated.”
and becasue the executive holds the sword they must be fast and decisive, and the legislative slow and deliberate
