Three elements are required for a crime to occur:
A suitable target
Lack of a capable guardian
A likely offender
Without all 3 elements a crime will not occur
Rational choice theory
Prior to committing a crime, an offender makes choices/ decisions. These choices are constrained by time, information and cognitive ability-rationality is limited. The decisions made by an offender vary at different stages of an offence and for different offences. Analysis of decisions made by offenders must be crime specific, and specific to each stage of the offence.
Principles of primary crime prevention
Target hardening, target removal, reducing the means, reducing the payoff, access control, surveillance, environmental change, rule setting, increase the chances of being caught, defecting offenders.
