Child exploitation
It occurs where an individual or group takes advantage of an imbalance of power to coerce, manipulate or deceive a child or young person under the age of 18 into sexual activity.
a) In exchange for something the victim needs or wants, and/or
b) \for the financial advantage or increased status of the perpetrator or facilitator.
Child criminal exploitation
Child criminal exploitation takes a variety of different forms. It can include children being forced to work in cannabis factories.
It is common in county lines.
It occurs for financial or other advantages of the perpetrator or facilitator.
Methods of coercing victims
o Food
o Accommodation
o Drugs \ alcohol
o Cigarettes
o Affection
o Gifts / money
SAFEGUARD
Sexual health and behaviour
Absent from school or repeatedly running away
Family abuse/problems at home
Emotional and physical condition
Gangs, older age groups and involvement in crime
Use of technology and sexual bullying
Alcohol and drug misuse
Receipt of unexplained gifts or money
Distrust of authority
Reluctant victims
When the victim does not want to peruse an allegation, the investigation should focus on the allegation and the offender.
Strategies should be pursued which progress a prosecution that does not rely on the support of the victim.
