A

Short term - Within days of disaster (usually rescue operations)
Mid term - Within months of disaster (rehabilitation, clearing debris)
Long Term - After years of the disaster (reconstruction and adaption)

A

Development - If a country is less developed, they might struggle with rescue/reconstruction
Wealth - If a country is rich, they can provide shelter and care way quicker
