Strengths/Weakness of Parliament:
Delegate
Representative of the people
Delegate power:
Parliament can delegate its law-making powers to subordinate authorities. It does this by passing an enabling act that gives the subordinate authority the power to make laws in a specific area. E.G local councils given the power to make laws in relation to rubbish collection and pet registration.
Strength of delegation:
Improves the effectiveness of the law-making process.
Subordinate authorities can be quicker to adapt to the changing needs of the community.
Subordinate authorities can have expertise in some areas.
Weakness of delegation:
Subordinate authorities are not elected and may not represent the views of the community.
May be a lack of debate and transparency in law creation.
Strengths of representing the people:
Laws reflect the views and values of the community.
Can be voted out
Weakness of representing the people:
May not legislate on controversial issues because they fear voter backlash.
