T- time to relocate: if potential for discharge is great but has not taken place
E- Explosion/ Fire immediate danger
C- changing conditions will threaten people not yet in the path of relocation
S- sufficient protected to permit time for evacuation EVEN IF DISCHARGE HAS TAKEN PLACE
