What are the Modes of Applicability for ECA-0.0 (Loss of All AC Power)

What are the DIRECT ENTRY conditions for ECA-0.0 (Loss of All AC Power)
- Loss of power to T11A AND T11D
While restoring power during ECA-0.0 (Loss of All AC Power) which pumps ARE NOT taken to PTL and WHY
