What is due diligence

A

Due diligence is a demonstration that the accused has taken all reasonable measures necessary to prevent an incident. The accused demonstrates that he took all reasonable measures to mitigate the damage. The sum total of the policies, procedures, directions SOPs, Audits and Inspections that should have been in place and implemented to prevent an incident. MARCOM units will ensure they:

a. have proper procedures in place for all activities which may impact the environment;
b. communicate procedures and provide training;
c. ensure adequate resources and supervision are available;
d. develop and exercise emergency response plans
e. conduct regular environmental audits

What is recyclable?

A

a. Not all plastic waste is recyclable. Plastics are disposed of as recyclable or garbage depending on the type of plastic.
b. Cardboard is recyclable.
c. Mixed paper. Place it in recycling bin
d. Bottles and jars are rinsed clean
e. tin/ steel cans. Place in recyclable bins
f. aluminum pop/beer. Rinsed and placed in appropriate recycling bins throughout the ship
g. compostable waste. Place in compost
h. milk cartons. Place in recyclable materials
i. industrial waste. Large metal, scrap wood and pallets are placed in appropriate bins on the jetty
j. Grease and fat. Place in plastic pails with lids and transferred to small bins on jetty
k. Garbage. Bagged and placed in garbage bin located on the jetty

Discuss disposal of garbage alongside

A

All recyclables shall be stored in clear bags and placed in the appropriately marked containers located on the jetty. Waste containers on the jetty are not to be over-filled.
Jetty garbage bins are marked “Garbage Only”. The recycling bins are marked “Cardboard- Mixed Paper, Refundables/Recyclables Only”. Compost bins are green and marked “Compost Only”. Personnel are to ensure that the lids on the jetty bins are closed after use to to prevent birds and rain from entering.

Discuss removal of bilges as it relates to OOD

A

In the matter of pumping bilges, safety of the ship and personnel overrule any environmental concerns. If the safety of the ship and/or personnel is at risk, oily water may be discharged with the CO’s permission.
Approval to pump bilges must first be sought from the MSEO and CO.
A pollution boom must be in place around the ship for all bilge pumping activities. If a boom is not in place, OOD will call QHM and get it setup

Discuss Ozone depleting system release

A

All halocarbon releases, regardless of amount, must be reported through the chain of command to FSE within 24 hours of the discovery of the release, by most appropriate means. FSE must be contacted immediately for releases over 100 kg.
An investigation is required for significant halocarbon releases (greater than 10 kg). Releases resulting from a straightforward equipment failure, CO may use a UCR to report the results and recommendations.
