What is the role of the police and crime commissioner?

A

The police and crime commissioner is elected under the past the post voting system.

They hold the local force chief constable to account for running an effective and efficient police force.

Commissioners appoint the local chief constable, raise the local precept and council tax.

They reduce an annual report on policing progress.

What is the police and crime panels?

A

Councillors still play a role in the scrutiny as they sit on a police and crime panel.

Councillors from the area sit in on this, as well as, two non political members.

The panel holds the police and crime commissioner to account and reviews/scrutinises their decisions, conduct and precept level.

Where does the police get their funding from?

A

Most police funding comes from central government in a form of a ring fenced grant.
The rest comes from additional grants for capital projects.

Council tax precepts decided by the police and crime commissioner and approved by the police and crime panel.

What is the IOPC?

A

The independent office for police conduct (IOPC) covers all ranks of officers, support and agency staff.

They deal with serious issues such as corruption or miscarriages of justice will automatically be referred
to IOPC-
Investigations have three broad outcomes –
1. that an officer has no case to answer in relation to their conduct

  1. that the police force should launch disciplinary proceedings
  2. that evidence is passed to the Crown Prosecution Service for criminal charging to be considered

Who is HM inspector of constabulary and fire & rescue services?

A

Reports to parliament on the
efficiency and effectiveness of police
forces and (since 2017) fire & rescue
services in England and Wales

-encourage improvement, monitors,
visits and reports on individual
forces

    public interest
