What is the role of the police&crime commissioners?
The police and crime commissioners hold the local chief constable to account for maintaining efficient and effective police force.
What responsibility does the police&crime commissioner have?
The commissioner appoints the chief constable, raises the local precept from council tax and produces an annual report on policing progress.
What role do councillors play in regards to local police forces?
Councillors still play a role as party of the scrutiny through police and crime panels.
Each panel is made up of councillors from each area the force covers and an additional two non political members. The panel scrutinises the police and crime commisioner, a chance to hold the commissioner to account and question and review decisions made.
Where is a police and crime plan published?
The police and crime plan is published at the mayors office for police and crime
What is the polices main source of funding?
Comes from central government in the form of a ring fenced grant. Further funding is made up through council tax precepts decided by the police and crime commissioner and approved by the crime and police panel. Additional grants may be authorised for specific projects.
What is the chief constable responsible for?
The chief constable is responsible for direction and control of the police force. Accountable for the overall performance of his force to the commissioner and has operational independence but most take into consideration how the local policing plan.
Who speaks on behalf of the constable?
The national Chief’s council speaks on behalf of all local constables.
Who are the IPOC
The IPOC is the independent police office for police conduct.
The office is there for complaints about the force to be made and covers all ranks of officers including staff surrounding the force. Serious complains are automatically reported to the IPOC and have three broad categories of outcomes. These include that an officer has no case to answer for their conduct, that disciplinary proceedings should be launched or that the evidence should be referred to the Crown prosecution proceedings for criminal charging to be considered.
Who inspects police forces and fire and rescue services?
The HM inspector of constabulary and fire and rescue serivices. They report to parliament the efficiency and effectiveness of the forces and the fire and rescue services to monitor and see what can be improved. Also, holds the forces to account.
