A

If they estimate they only have sufficient fuel to make one approach (visual or radar) and arrive with the minimum declared fuel to safely divert if required without any further delay during recovery. Should advise ATC as soon as possible.

A

On Tower (#2) with the downwind/VRIAB/at 5nm on SIA approach with the long final call. This ensures all cct traffic is aware, allowing them to action appropriate airmanship.

When should a Pan for fuel be declared?

A

If an aircraft operating in the Valley/Mona visual cct estimates that, due to an unforeseen event (e.g. go around), the aircraft will land below the min fuel to divert, aircrew can declare “PAN PAN, PAN PAN, PAN PAN - FUEL”

Should not be used to facilitate recovery to Valley in the case of an increased minimum fuel to divert. If the aircraft cannot return with the increased min fuel requirement, it should divert to the nearest suitable airfield.
