1563- thirty nine articles published, got rid of most catholic ideas, she held off approving until 1571 as it would cause lost of problems

Only 3% of priest refused to take the act of loyalty
Most strong catholics chose to resign rather than be sacked
Fines for recusancy not strictly enforced
Council of Trent was a group of catholic priests that met from 1545-83, produced a set of rules against Protestantism, some wanted Elizabeth banned from church
Foreign reactions to religious settlement
France had their own problems so weren’t ready
Philip II and Pope wanted to keep friendly but hoped Elizabeth would change her mind
Both Philip and Pope wouldn’t stay happy for long and were involved in plots against her
