Why is the landing distance factor less with flaps 0 (1.35), than with flaps FULL (1.7), during Electrical Emergency?

Because you have lost your ground spoilers. At flaps FULL, The aircraft will decelerate slower because of increased lift on the wings, and less weight on the wheels. At Flaps 0, as the aircraft decelerates, Weight is transferred quicker to the wheels allowing you to brake more efficiently.
