- often called when an important national decision/constitutional change is considered and the gov wants public support

A
- held in response to pressures over particular issues
- eg the EU refundum 2016 promised by Cameron
- can be called to ensure significant gov initiatives have public approval
- eg 1997 devolution referendums
- can be a result of a deal made between political parties
- eg the 2011 AV electoral system referendum (lib dems & conservative)
