Localized = venous outflow obstruction
Systemic = heart failure, nephrotic syndrome

Passive Hyperemia
Problem in outflow of deoxygenated blood
Tissues can’t receive oxygen
Blood can’t properly exit an organ,so its build up in the blood vessels
