First Duma
May-July 1906
Bolsheviks, SRs boycot
Leaving radical liberals (critical of Tsar)
Duma wanted gentry land seizures, emergency law removal - Gormykin (Witte’s replacement) said no
Duma insisted so dissolved and Stolypin replaced Gormykin (hardline conservative)
Second Duma
Feb-June 1907
Stolypin tried to influence elections but as Bolsheviks, Menshiviks and SRs participated (very critical Duma)
Stolypin failed to pass land reforms so used emergency laws whilst Duma not in session
Duma wouldn’t ratify these so S made a plot up to kill tsar to arrest radicals
Third Duma
1907-1912
More submissive (2,200/2,500 gov proposals agreed)
However there were disputes (shows even moderates didn’t like Nich)
After Stolypin failed to get primary education extension through gov abused emergency laws (Duma system clearly failing)
Fourth Duma
1912-17
Very submissive - Kokovstov replaced Stolypin (1911 killed) until 1914
Kokovstov ignored Duma and as they were so divided they couldn’t fight back (workers took initiative and striked)
