Replaced by police for crime but continues to prop up the regime securing it from external threats and even serious internal threats even if its illegitimate.

Liberal - neutral
Conservatives - essential because humans are impure and need to be controlled
Radical - police are a source of support for elites
Police state - untethered from rule of law
What is the point of US Homeland Security
To install “preventative measures” to deal with many possible and surprising attacks
What is the point of Canada’s Bill C-51?
Post-911, conservatives improved the flow of information between intelligence agencies, facilitated preventative arrests, and criminalizing promotion of terrorism.
Bill C-59?
Moderated the effects of C-51. Such as raising the standard for preventive arrests.
Securitization?
Issues that have no logical connection to security are securitized for irrelevant reasons such as immigration policy
Broken windows theory?
Police attentiveness to small crime does not reduce crime but instead raises the roof of discrimination
CSIS origins?
Overreaching of RCMP lead to creation of CSIS which split from law enforcement into intelligence gathering
