Cost effectiveness analysis
= Estimates the economic viability of an investment when costs are estimated in monetary terms and benefits expressed as a targeted outcome (e.g. avoiding deaths, reducing threat to public health)
Benefits should ideally outweigh the costs
- welfare, enviro e.g. welfare animals solitary - rest of animals = greater benefit compromise short term welfare safe/unifectedconfinement, impact on huma health
