How did we come up with standards of care for disasters
Combination of old knowledge and new knowledge
How many phases in a disaster
5 phases
Phase 1 of disaster
The prevention phase.
We are not in a disaster at the moment but we are trying to identify the risk factors and hopefully avoid one.
Phase 2 of disaster
When we have a warning like a weather forecast or tornado sirens, and we are now getting prepared for one.
Phase 3 of disaster
The disaster phase when the destruction occurs.
Phase 4 of disaster
The response phase. We respond immediately after the onset of the disaster. The response teams get to work to save as many lives as possible.
The after scene where it is an emergency stage where we need to care and protect people.
Phase 5 of disaster
Recovery stage where we are working to bounce back from the disaster as a community and rebuild our lives.
What else might be going on during a disaster?
Other health issues!
- a woman might go into labor bc of stress
- bites, rashes
- respiratory issues
- gi issues
- obese conditons
- aggravation of chronic issues
Factors of a disaster that effect how bad it is going to be
How big of a deal is it? Severity
How much warning did we have? Prepared
Where did it happen? Location
Was it in the middle of day or dead at night? Time of day
What type of disaster was it? Classification
What to remember about disaster victims
Primary concerns of everyone?
They are normal people who are having to react to unusual circumstances. Some will be rational , others not at all.
Primary - protect them & their loved ones.
Secondary - helping others
What type of communication system do you need during a disaster?
One that will help people communicate quickly and efficiently
Why disasters are different for everyone
Lack of warning Abrupt change in reality Fear of destruction Trauma from seeing death Thinking you could prevent it Media Blaming yourself
How will kids act in a disaster
They will be emotional, angry, or afraid a lot. The stress will be making them restless.
They may even regress.
They won’t want to be left alone.
Some kids might think its their fault
How will older adults act in a disaster
May not respond like middle aged adults.
They aren’t fast and they probably will have meds.
- confusion
- slow
- meds
- equipment
How will the disaster workers act in a disaster
Fatigued so we need to take care of each other
Could be injured too.
Incident command system
Determines roles and responsibility when in an emergency situation
- common language
- good channel of communication
- everyone knows their job
- will often have a commander and distribute assignments in categories
What does ICS provide
A common structure that is known and predictable
Can be scale dup or down depending on disaster
Roles are defined
Accountability is for everyone
Common terms for everyone
How does ICS command staff make decisions
By looking at the total picture
- resources, numbers who need treatment, course of action to save the most live
Emergency response functional role are..
Type of traiing?
specific roles that are assigned during an emergency response
Just in time training - be prepared for a quick lesson
What does the disaster triage system focus on
What does this sstem require
Saving the most lives by giving higher priority to those who need treatment but have good outcomes due to not needing a whole lot of resources
- if someone is minutes away from death without the right things to help them, they won’t try to save them
- some people will just be delayed in their treatment tho. not everyone dies
Awareness !
Triage color system (need of care)
red - immediate help
yellow - delay help
green - minor
black - do not treat
