What must local councils in England do?
Local councils are only given certain powers and duties by different acts of parliament. Meaning they may only do what the law says they may do and they must do what the law says they must or shall do.
What can central government do to local councils?
Central government can even take over the running of a council from Whitehall.
Example of central government taking over a council?
This was done when Rotherham had a child abuse scandal.
What did the Blair government introduce to standardise local councils?
The Blair Government introduced the Best Value system so that the standards each local authority service achieved could be monitored by Central Government.
What was the Best Value system replaced by?
This was replaced from 2010 with similar National Performance Indicators.
Has Devolution in England ever happened?
All of the proposed devolution in England has been rejected this includes Churchill’s 1912 proposal and also the proposed Cornwall devolution, proposed Yorkshire devolution and proposed Northern England [as a whole] devolution.

In some areas such spending huge amounts of money on tourism and investment in the commercial areas of the city such as shopping centers.

he has let crime reach unbelievable levels, transport has got increasingly worse and the cost of living crisis has made London one of if not the most expensive city to live in the world.
Positive of small local councils
-More bipartisan
-Smaller units of governments like councils can often be nimbler than large ones.
Success of Andy Burnham tenure as Great Manchester mayor?
-There has been a radical and successful approach to getting homeless people housed
-Manchester were one of the better cities at dealing with the Covid pandemic mainly due to Burnham being a former Labour health minister.
-Manchester becoming the second hub of financial services in England behind London.
