allows you to assess which and what level of tactical options to use in response to a situation. Guides you to use force that is necessary and proportionate given all circumstances known at the time (PCA)

Perceived cumulative assessment.

Constant assessment of how much force to use based on the information known about the situation and subject behaviour (level of resistance). This will change as the interaction takes place (depending on work of officer!).

When assessing situation put PCA through TENR which will move the needle on the TOF.
