What is TENR?
A treat assessment intended to better police outcomes.
What 3 elements have to be present?
- Intent
- Capability
- Opportunity
Always consider environment as well
What what TENR stand and for?
- Threat
- Exposure
- Necessity
- Response
Define Threat
Any person(s), group, acts etc likely to cause harm or hinder police duties
Define Exposure
Potential for harm to any person(s), and or security of places or things
Define Necessity
Assessing the situation and determining the need act, if so either immediately, delay or not at all.
Define Response
Acting in a proportionate and timely manner, with the appropriate tactics and tactical Comms
Meaning of Cooperative
Cooperative and willing behaviour to a police officers lawful request or direction
Passive Resistance?
Little or no physical action to be cooperative. Could be in the form of verbal refusal or physical inactivity
Active resistance?
Beyond verbal defiance with none threatening physical action ie: pulling or walking away.
Assaultive?
Hostile and physical actions or and intent. Expressed verbal or through body language. Eg: kicking, punching, biting
GBH or death
Exhibits actions that the officer believes are intended to, or are likely to cause grievous bodily harm or death.

Force used in execution process or arrest
Crimes Act 1961 section 40?
Forced used in preventing escape or rescue
Crimes Act 1961 section 41?
Force used in preventing suicide or certain actions
