Be able to describe what a responsibility assignment matrix is and how the organisational breakdown structure contributes to this creation.
■ When an OBS is combined with a WBS, it clarifies the roles against the tasks. The OBS details the organisation for the project and the resources available in each team. The WBS details the tasks needed on the project to deliver the scope of work; it is a hierarchical structure. The PM can combine the OBS and the WBS in a RAM, allocating the tasks in the WBS to team members defined in the OBS. For each task, the PM will decide whether the team member is Responsible, Accountable, Consulted, or Informed. By creating a RAM, the PM and team are clear on who is responsible for each task defined in the WBS, and the level of accountability or contribution expected from named roles or individuals within the project. Initial escalation routes are also clear, so aligning with good governance.
■ For the team to fully understand their roles and responsibilities, the PM could use a workshop to discuss and understand everyone’s input to the project delivery. Within the workshop, the PM could present the OBS and WBS and together with the team members, decide on everyone’s role within the project. This could be captured as a RAM with everyone buying in to who is responsible for a task, who is accountable, who could be consulted and who needs to be informed.
