Difference between bidding requirements and bidding documents?
Bidding requirement = first step in a contract (creating Contract A) and includes:
- Invitation to bid
- Instruction to bidders
- Info. available to bidders
- Bid forms
Bidding documents encompassess all the contract documents including Bidding requirements (thereby making Contract B)
- Contract forms
- Contract conditions
- Specifications / Dwg
Why are instruction to biddrs important?
For consistency of bids in both prep. and submission
What is an Alternative Tender?
Tenderer may submit an alternative tender which varies equip., materials, or design from those approved under the contract documents.
An alternative tender must be in addition to, and not in substitution for, a tender conforming to contract document
What does the Bid Proposal Form do?
- Only an offer, but creates Contract A
- Constitutes intent to enter into agreement
What is Agreement?
- Creates Contract B
- Includes contract document, contract price, payment, language, etc.
What are General Conditiosn used for?
- Define responsibilities of the parites to the contract and guidelines used in contract adminstration
Should General Conditions be changed if needed?
No, any changes should be done thorugh supplemantary conditions
