What is a primary consultant?
A
- Is in contract with the client
- Is usually responsible for the direction and coordination of the other consultants
- Is paid directly by the client

What is a Secondary consultant?
A
- Is in contract with the client
- Takes direction and coordination from the primary consultant (usually the architect)
- May be paid directly by the client or indirectly by the client through the architect

A
- Is in contract with the architect
- Takes direction and coordination from the architect as their direct employer
- Is paid directly by the architect

How do you propose that the consultants are engaged?
A
Promote the use of secondary consultants
Advantages:
- Traditional Method
- Cost effective - if sub consultant increase fee for admin and additional insurance and risk
- Client remains in financial control
If subconsultants:
- contact PI insurer ensure policy covers subconsultants
- Ensure you check consultant agreement conditions for limit of liability - needs to be same as CAA

Q
what should be included in a consultant fee and what should you check ?
A
Includes:
- The scope of service to be provided
- The time frame over which the service will be provided
- The fees payable
- The amount of professional indemnity insurance cover that the consultant is required to maintian
Check:
- Insurances, obtain certificate of currency for consultants insurance policies, including PII, PLI, workers compensation and potentially others.
- “Back-to-back” terms under which the architect engages the subconsultant mirror as closely as possible the terms under which the client has engaged the architect. Any gap in terms in areas such as design responsibility ,liability or insurance exposes the architect when subconsultant is at fault.

How do you assess consultant’s fee proposals?
A
- Check what scope is included in fee and what is appropriate/excluded
- Make sure there are no additional fees for additional work which is part of the scope
- Check the limitations of liability and ensure that they are suitable and aligned with your engagement agreement

How do you establish project program?
A
- Assess the project and nominate the drawings & time required
- Establish milestones and critical path items
- Provide contingency
- Look at past projects

What is a quantity surveyor and what services does a QS offer?
A
- Services include costing, pricing, estimates for construction of a building
- Ideal to have one on board early on in the design stage to get more accurate estimates in order to keep the project on budget

If your sub consultant falls behind, and tender docs will be late, what do you do?
A
- Query the consultant – may have a reason, however you should have been a consistently communicating the consultant and been aware of their progress
- Ask if part of the documentation can be issued as an addendum to the tender a week after the tender is called ?
- Notify your PI insurer of a potential claim from your client
- Advise your client

What to do if the site is contaminated land ?
A
- Engage a specialist environmental consultant to provide a report on the contamination conditions.
- The method of treatment and remediation depends on the type of contamination encountered. Recommendations and proposals will normally be available, or should be provided by a specialised environmental consultant.
